bit of a late reply i know  

its all relative i suppose ....in my opinion , the bench mark for a specimen tench around here is 6lb

club water , i would say lymm vale has the best reputation

free waters , lots in my neck of the woods , most have tench in , some are reported to have very good fish in , but fishing is difficult and the surroundings arent the best , ie litter

i 'guested' a water earlier this year and last , took some nice fish on the float and pin , best went 6lb 4 oz i think , but sadly the rumour is this has been purchased by a well known NW carp angler and is to be netted and turned into a syndicate
